Defining sort orders for atrtibute values 1 by 1 in the backeend is such an inefficient way to do things. You need to open each attribute and then edit it. Even a quick edit allowing you to adjust sort orders without having to open each item would be a huge improvement.... but ultimalte an import/export would be ideal

The attribute snap-in is only used when you DO want the drop-down menu.
For the attribute 'browse' option, you need to use the merge (you can add it to a Custom HTML snap-in):
##ATTRIBUTEDETAILS## - a formatted output of all attribute groups, their values and their attribute names ...

Do you have a link to the page in question? I can't quite visualise the problem. My first thought is that you should only require 1 attribute snap-in (in order to display both attibutes) - but you might be trying to do something different that I'm not aware of.
