Can there be both types of methods available to the customer?
Seems like it should be but want to confirm. Can we have a price based matrix and also connect to Fed Ex, which would allow customer to chose from either?

I set up the payment gateway - I have the API transaction key and login key, which are currently working with the operating store - but when I test, the test is declined.
Does this mean that it connected fine, but the transaction was declined (because its a fake transaction and should be)?
