Can anyone tell me how the bounces are determined? Is it a one page visit with no time limit or a time limit like 10 or 15 seconds?

 My dasboard and Google are showing two very different rates.

Generally it refers to when someone comes to your site and does not view another page (ie they close browser or leave your site)
